Some trackers you see on sites, are really 1 Pictures with the Server/Room Titles in HTML coding above it. For the site I work/worked for had a HTML coded tracker. You fill in a box with the information for finding the penguin, and it updates.
To make one I have no idea. But that is just how it works, mainly.
Some sites still might use A different picture for every different location.

That is partly true. Yes, you cannot make an "auto-updating" tracker, however to do what you stated about HTML coded tracker, it's PHP coded. They put the PHP on a seperate part of the website, for example.. example.com/rockhoppertracker, and then there's a password box, server, room and if they are online or not. It will update the image itself, yes...
